How do I make GNUS follow up to a mailing list with F but not CC the
person?

You will need to split the mail into a group and setup group
perameters. For example:
((to-address . "mailiglist_address.com")
(to-list . "mailinglist_address.com")

'G p' from the group buffer will bring up a buffer that you can edit
the group parameters for the current group in. Or, if you prefer
Customize, 'G c'.

Is it normal for Customize to not work on that?

Well, none of the buttons work when I try Customize on a group...
