Don't you love the name of those commands?  Ok, it's a toggle.  RMS
would call a toggle a toggle.  Anyways, what if one the newsgroup
names was already subscribed?  Then it would get unsubscribed.
Great.  Digging deep into the source code one sees some 'level' flag
not worth deciphering, otherwise it would be mentioned in the
docstring.   Anyway, I will try adding them to .newsrc...
