Take a look at the `gnus-home-directory' and `gnus-directory' variables.
I don't know why there are two of those. In my case, I've got this set:

(setq gnus-home-directory "~/.emacs.d")

And my drafts are therefore found under
"~/.emacs.d/News/drafts/drafts/".
