I'm not sure if XEmacs supports Mule on Windows.  Anyone?

If it is supported, you want to install XEmacs/Mule.  Not sure if you
have that.

What happens when you display the HELLO file?  (C-h h perhaps.)

It prompts that 'C-h h not defined'.

You need a mule enabled Emacs. I see you're using XEmacs under Windows,
but this combination can't do Mule until now. You've got to either
switch to Emacs or to XEmacs 21.5 which is alpha and quite unstable.
