XEmacs. I've seen this too, it's quite weird, I don't know what's
special with the Done widget that sometime make it not display.
Perhaps try upgrading XEmacs?

You must configure XEmacs using some form of '--with-widgets=' to have
those widgets present in customize. We used to autodetect and fall
back on Athena widgets, but it was too difficult to detect Xaw
vs. Xaw3d lossage.
