It would appear that Emacs now can be compiled with libgnutls support.
Is there a way or a plan for letting gnus make use of that?

Gnus uses it automatically if you say

(require 'gnutls)

It's still experimental, though, which is why it's not used by default.

So what is the effect of (require 'gnutls) supposed to be?  For what
kind of connections does it cause a difference?

It will upgrade all STARTTLS-capable connections opportunistically, and
use the built-in gnutls support for all TLS connections.
