Two suggestions:

* Are you sure, that you've installed Gnus correctly?  I.e. with
  './configure; make'.  Does `M-x list-load-path-shadows' reveal
  anything shadowing Oort?

* Try to put `(require 'gnus-load)' in your .emacs.
