Are you using Emacs in unibyte mode? What is your value of the option
`default-enable-multibyte-characters'? If nil this is likely to be the
cause of your problem.
A lot of people turn on unibyte mode inadvertently with
(standard-display-european 1)
-- don't do that, use
(set-language-environment "Latin-1")
instead.
