Get a nightly snapshot or pull it from CVS as described on 

    <http://gnus.org/distribution.html>

Do 

     ./configure; make

and then either 'make install' or add the gnus dir to you load-path and
the texi subdir to Info-default-directory-list.

Look for the file GNUS-NEWS in the distribution.
