The problem is that there's no way to write guillemets in Texinfo.  '«'
happens to work in the Info version, but it doesn't work in the printed
version.  Perhaps some @ifinfo/@iftex-kludge could work?

Dunno.  Does it make any difference?

Well, one problem is that I don't think the function works in XEmacs
(the arguments supplied to balloon help functions are slightly
different).
