If this isn't a typo in the email, then that should be
nnml-active-file.  If I'm right, then this nnml backend is using the
same active file as your default and therefore thinks its getting new
mail as a result of the active file updates.

Before moving to nnimap, I consolidated three different nnml trees in
the manner you are trying.  I had no trouble doing so.
