As a default to be enforced automatically, it's probably not a good
idea.  But the mechanisms to get what you want are certainly there.

Start a followup, hit `C-c C-t', and To will be set as well.

You can leave that as-is or you can tweak it to BCC if you wish.
Or you can define a new function, patterned on what `C-c C-t' does,
which inserts as BCC.
