City and county departments including city and county public library departments use commercial products like Microsoft and have earlier versions of software that need upgrading. Users haven't extensive knowledge about for example how to install newer versions. There's a red tape involved in getting city and country software upgraded. An excellent resource like http://my.gnus.org would not be viewed in Netscape 4.74 and people in that environment attempting to read it can't.
