I wrote a little tutorial for writing a macro that switched keyboard to
a new language, loaded a picture of the new keyboard in a little window
under your mail and switched ispell appropriately.  Maybe it'll give a
starting point.  It's here if you're interested:

The packages guess-lang.el and auto-lang.el were posted some time ago
(ca. May 2001) in gnu.emacs.sources.
