Who would have thought it - communication to Illumos only progressed haltingly in the past, and they never seemed very active from an outside position. All the better if that changes... It seems strange that they chose to import mandoc-1.12.1 which is more than two years old by now. They discuss -mdoc -Tman in the rational for this step, but that old version still has a -Tman that is barely useable in practice. They also discuss -Tuft8, and 1.12.2 and 1.12.3 have various fixes related to that. Well, no doubt they will update over time not that the first step has been done.
