While that line may indeed wrap onto two lines when displayed in
the context of manpages.debian.org (depending on the font, the CSS,
and the browser), that's merely normal line wrapping and not a hard
line break.  So you are right, neither groff nor mandoc emit a <br>
element in that line, and they also shouldn't.
