Exist:
/usr/lib/locale (glibc)
/usr/share/locale - /usr/local/share/locale (most programs)
/usr/share/X11/locale (X11 programs)
/usr/share/nls (Message catalogs for Native language support)

The default for musl can be /usr/local/share/musl/locale
