This enum is required by lsof(8) in netinet/tcp.h:

TCP_CLOSE,

it seems lsof uses the st field of /proc/net/tcp to determine
the state of a tcp socket
and linux uapi does not seem to export the enum which makes
those numbers useless (it is in the kernel only net/tcp_states.h)
so i guess musl should have the enum
