The correct answer would have been to fix the services, rather than invent
a more complicated bandaid to cover the problem.  Unfortunately Red Hat in
particular has determined a one-size-fits all approach is best, and then
focused their engineering on desktop-oriented software, which leaves us with
ugly hacks like initrd and systemd even on systems for which those bandaids
are wholly inappropriate.

We're stuck with systemd at least for the lifespan of RHEL7, although I
expect workarounds to emerge very quickly around the time RHEL6 nears EOL.
