Or ship /usr/share/zoneinfo/localtime -> /etc/localtime symlink with
your libc package. I think this is how it's often done with glibc.
The TZ=":name" files are searched from:
/usr/share/zoneinfo/
/share/zoneinfo/
/etc/zoneinfo/
