In the U.S., you are certainly right. In other countries where the rules are different and there are database rights that cover collections of facts, who knows? You might consider asserting copyright over whatever parts of the material are copyrightable, if any, and then grant a CC0 license. Whatever rights you may have had, the grant effectively puts the material back in the P.D. R's, John
