Update fanotify.h, see

  fanotify: add basic support for FAN_REPORT_DIR_FID

  fanotify: remove event FAN_DIR_MODIFY

FAN_DIR_MODIFY that was new in v5.7 is now removed from linux uapi,
but kept in musl, so we don't break api, linux cannot reuse the
value anyway.
