I think the average user just ignores it and copies things without worrying about the legalities. However, the whole point of Open Source was to have licenses that gave certain freedoms that would allow you to safely reuse works. Out of respect, if someone goes to the trouble to release code with an Open Source license, it's nice to at least attempt to comply with the conditions of the license if one can figure out what those are.
