Don't know what that does, but try this to create a A6 book printed on A4:

% interface=en

\setuppapersize[A6][A4]
\setuparranging[2UP,rotated]
\setuppagenumbering[alternative=doublesided]

\setupcolors[status=start]

\setuplayout
  [width=fit,
   height=fit,
   marking=color,
   location=middle]

\starttext
\showframe
First page
\page
Second page
\page
Third page
\stoptext

You could also try to setup A5 on a A4, but this doesn't give you the nice
color-bars, since they reside out of the page boundary.
