I have a file called fg.map in
c:/TeXLive/texmf-var/pdftex/config
but if I do "kpsewhich fg.map" then no result is given. There is also no
ls-r kind of file in that directory.
If I do "mktexlsr" I get
Updating C:/mytex/ls-r...
c:/texlive/texmf-var/ls-r
..
..
done
so it looks like the mktexlsr program knows where to look, but doesn't that
mean that it should be able to tell where what file is?

that is because the map suffix has a funny path association (some left over
from the past)
TEXFONTMAPS = .;$TEXMF/fontname
[also, only one path is reported]
