I'm not aware of a setup that does this, but you can try your own
formatting:
\setuphead
[chapter]
[command=\MyChapter]
\def\MyChapter#1#2%
{\ifcase#1{zero{\or{one}\or{two}...\fi #2}
or something like that.
There is also a numbercommand setting that perhaps does only the number
formatting, but I've never it.
