Thanks to David Antos and Taco Hoekwater. I got a different hint
from each. The combination worked! 

Now we need to convince someone to put the following in the
installation manual:
1. Modify fmtutil.cnf
2. Run mktexlsr
3. Then run texexec --make en nl :-)
