Dear Tom,
Please add following lines in the preamble, then you will get roman numerals.
\definestructureconversionset[frontpart:pagenumber][][romannumerals]
\definestructureconversionset[bodypart:pagenumber] [][numbers]
Also I use \startstructureblockenvironment[backpart] instead of \startsectionblockenvironment[backmatter].
