I'm used to doing it this way:
\def\ChapterTitleCmd#1#2%
{\vbox
{\blank[6*big]{\tfd #1}\blank[big]{\bfd #2}\blank[2*big]}}
\setuphead [chapter] [style={},header=empty,command=\ChapterTitleCmd]
