You could use the textbackground underline method.

  [underline]
  [location=text,alternative=1,background=,frame=off]

\definestartstop [underline]
  [before={\starttextbackground[underline]},
   after=\stoptextbackground]

\def\underline{\groupedcommand{\starttextbackground[underline]}{\stoptextbackground}}
