It is published twice a year, and all but the last two are (or should be, as soon as the web site has been updated) available as electronic files on the internet. The URL to start at is http://www.ntg.nl/maps/electromaps.html (this site is quite out of date at the moment, will be ok next week) If you want to read the latest articles on Context, I would advise you to become a member of NTG. There is always a lot of information on Context in it, and quite a lot of the articles are written in English.
