Subject: [NTG-context] How to allow hyphenation, only for footnotes?

My copy editor urged me to remove all hyphens from the main text of my document. I'm using:
\definefontfeature[default][default][expansion=quality,protrusion=quality]

\start \setupalign[nothyphenated,tolerant,hz,hanging]
(text)
\stop
The problem is that is messing with footnotes, causing things like URLS to run off the page. How can I permit the hyphenation to appear normally, but only on the footnote text?
