I'm not a native texspeaker, but this should wo what you want:
\def\EbeneDreibefore%
{\ifdim\lastskip=\EinsSignal \vskip-0pt%
\else\ifdim\lastskip=\ZweiSignal \vskip-2pt%
\else \blank[20pt]%
\fi%
\fi}
You just nest the two \ifdim tests.
