It is, provided the user downloaded and installed the appropriate level. MiKTeX comes with different levels. IIRC, pdfTeX and pdf-e-TeX are provided by some of the "uppermost" levels (5, 6 or something of the sort). I always get it all, so I don't know for sure. -- Giuseppe "Oblomov" Bilotta
