This option is gone in MkIV, the alternative is to use

\starttext

\title{Contents}

\placelist[chapter,section,...]

...

\stoptext

or to redefine the contents lists with

\definecombinedlist[content][chapter,section,...]

\starttext

\completecontent

...

\stoptext
