Thank you for the reply.
TEXMFLOCAL, TEXMFDIST is the order in texmf.cnf. So the order
in .luatex is OK.
1. I changed '/usr/local/texlive/2007/../texmf-local' in the .luatex
file to '/usr/local/texlive/texmf-local'

echo $TEXMF
{/Users/dalyoung/.texlive2007/texmf-config,/Users/
dalyoung/.texlive2007/texmf-var,/Users/dalyoung/Library/texmf,/usr/
local/texlive/2007/texmf-config,/usr/local/texlive/2007/texmf-var,/usr/
local/texlive/2007/texmf,/usr/local/texlive/texmf-local,/usr/local/
texlive/2007/texmf-dist}
%%%%%%%%%%
2. 'luatools --generate'.
3. Then it locate the files in right positions.
$ luatools cont-new.tex
/usr/local/texlive/texmf-local/tex/context/base/cont-new.tex
And I succeeded to create the format file and a very simple test file
worked very well.
I don't know what is the difference between '/texlive/2007/../texmf-
local/' and '/texlive/texmf-local/'.
