It *is* for Bourne-style shells. If you run perl like
you do, foo is dereferenced in the current shell.
$ cat mytest
#!/bin/sh
echo ${MYVAR}
$ MYVAR=howsagoin
$ echo ${MYVAR}
howsagoin
$ mytest
$ export MYVAR
$ mytest
howsagoin
$
