Subject: Clean way of doing certain kind of outline?

I am being asked to do an outline with numbering that
looks like the following:
1.0 Foo
1.1 Foobar
1.2 Foobaz
2.0 Misc
2.1 Miscellaneous
2.2 Miscreant
2.2.1 Fancy term for criminal
2.2.2 Sounds funny
This looks like it might be a job for some kind of
enumeration or something, but I was wondering what
would be most appropriate. The numbers in the outline
should be cross-referenceable.
