I have once defined something like:

\def\pagenull {\gdef\subjpage{\page}}
\setuphead[chapter][before=\page, 
                    after=\pagenull,
                    style=bold]
\setuphead[section][before=\subjpage]

This way, a new section starts with a page break, but not if it is the first 
of a chapter.
