Somewhere somehow I read about a facility devleoped by Herman Zapf
that justified type by changing the width of individual glyphs, or something
like that. Was I dreaming? Is there such a feature? Does it look OK?

Yes, have a look at the pdfTeX manual and Thanh's Ph.D. thesis (available at
www.pragma-ade.com). It looks nice.

I think the command is \NormalizeFontWidth.
The pdfTeX User Manual uses it just once, before the title. I am not certain
what the scope of the command is. Is it global?

Is it intended for regular typesetting or just titles etc.?

I will try it out in any case to see what the effect is.

Thanks for the heads-up. I would have searched forever :-)
