I'm using texexec --pdfarrange to arrange a B5 pdf file to be printed on
A4. But texexec places the page to the left down corner of paper. How do I
make it to be printed in middle?

ehm, why don't you simply
\setuppapersize[b5][a4]
?

It's because I don't typeset that document in ConTeXt. I just wish to use
its features to rearrange the PDF file created on some Windows text
processor.

There are utilities such as psnup and psselect that I use to rearrange 
postscript pages. You may hve to use pdf2ps first. Look for the packages
psutils and ghostscript. 

In my tiny nest in Eldersburg I carefully avoid all contact with MSWindows 
etc. If someone sends me a MSWord Doc file I sprinkle it with holy water
and convert it to ASCII.
