Since I wrote this some time ago I have tried various combinations but 
the magic formula eludes me. I have tried chapter and section in 
curly braces and not. I still get the words chapter and section 
instead of the values.  I know how to set up this kind of header in 
plain TeX. What is the correct setup for Context?
