However, since I'm not so familiar with Devanagari script, I thought to just provide the part of the utf-8 vector for the western transliteration characters. (it's according to the list you provided on the URL bca*.html) There is around 30 characters and I have defined them all for entering within Vim as well as in X via Compose key in epcEdit.
