If not, you lose flexibility. I agree with this point of view: formatting preferences are expressed by customizing style sheets. I will do my best to enable context's customizations in the docbook module. But it remains a virtual exercise: you customize a TeX file that is never written out. For experienced context users that may be easy. For others that is not a trivial task: They must visualize a file in a language that they do not know well.
