i've never used texfont but could you try
--fontroot=/usr/local/teTeX/share/texmf.tetex/fonts/
since
(1) this is IMO *the* font-root
and
(2) according to the err msg,
/usr/local/teTeX/share/texmf.tetex/fonts/../fonts/afm/urw/courier
is equal to
/usr/local/teTeX/share/texmf.tetex/fonts/afm/urw/courier
