Well, it turns out this was just a dumb mistake on my part. A few months
ago I wanted to experiment with modifications to 'page-lay.tex,' so I
had a copy of the old version in my /usr/local/share/texmf tree, which
comes before the main distribution in $TEXMF.
So, apologies for troubling everybody.
