In conjunction with multiple toc lists, this is quite flexible. There is an example at: http://home.salamander.com/~wmcclain/context-help.html, in the section "Table of contents with different sections". Bringhurst on dot leaders: "unenlightening rows of dots that force the eye to walk the width of the page like a prisoner being escorted back to its cell."
