I have tried figuring out how to define a reference point at any given
location in a document, but haven't been able to come to a solution,
so...how do I do it?  What I'd really like to do would be to write:

        \placerefpoint[name][description]

and then be able to write

        see \about[name], \atpage[name].

with the obvious semantics.
