I'm typesetting a book with chapters with parts, such as:
Chapter 25-I
Chapter 25-II
Chapter 25-III
Chapter 25-IV
Chapter 26
Chapter 27-I
How can I achieve this in ConTeXt?

Ik hou don't know in advance what type of numbers you need,
then perhaps it is easiest to use:
\setuphead[chapter][ownnumber=yes]
\chapter{25-I}{...Title...}
