Hi Taco,
I don't think so. The \somewhere problem remains if we add a few
characters to the test case to force horizontal mode:
\starttext
\chapter[A]{One}
Text.\footnote{foot}
\chapter[B]{Two}
Text \somewhere{before}{after}[B].
\stoptext
